Alan Duncan’s Blooper – a legitimate broadcast? Help!!

Here’s something that’s causing us more of a headache than it should.

Alan Duncan’s observation’s about his salary were recorded without, as far as we’re aware, Mr Duncan being advised beforehand that the red light was on.

The actuality appeared the following morning on Radio 4’s Today programme, and elsewhere.

Here it is

Can you help us clear up something? Was this recording made contrary to Ofcom guidelines? Who was responsible and what was his agenda? Was the Beeb entitled to broadcast the clip of Mr Duncan’s unfortunate remarks?
